Washington has accused two Russian satellites of tailing a US spy satellite in what it called “disturbing behavior”, prompting a guarded response from Moscow on Tuesday.Russian deputy foreign minister Sergei Ryabkov confirmed that he had received a message from Washington regarding the satellites, adding that “Moscow will respond after studying it.””Regarding the manoeuvres of these objects in space, these are practices carried out by many countries,” he added, quoted by Russian press agencies.In an interview with Time magazine published on Monday, General John Raymond, head of the US military’s new Space Force, said the Russian craft began manoeuvring towards the American satellite shortly after they launched into orbit in November, closing to within 100 miles (160 kilometres) of it.”We view this behavior as unusual and disturbing,” Raymond told Time. “It has the potential to create a dangerous situation in space.”He earlier issued a statement to US media saying the Russian satellites were “behaving similar to another set of satellites that Russia deployed in 2017, and which the Russian government characterized as ‘inspector satellites’.”The US Space Force, which came into being in December, is the sixth formal force of the US military, after the army, air force, navy, Marines and coastguard.”There’s going to be a lot of things happening in space, because space is the world’s newest war-fighting domain,” President Donald Trump said at the time.

Ukraine and Russia-backed separatists blamed each other for an outbreak of fighting in the country’s rebel-held east on Tuesday.Ukraine’s military said in a statement that the separatists attempted to advance into the Ukraine-controlled territory but were repelled.Ukrainian President Volodymyr Zelenskiy denounced the attack as a “cynical provocation.”Separatist authorities in the Luhansk region, however, blamed Ukraine for starting the fighting. They claimed the fighting erupted when a group of Ukrainian soldiers tried to make an incursion into rebel-held territory near the village of Holubovske, but got into a minefield.The chief of the General Staff of Ukraine’s armed forces, Colonel-General Ruslan Khomchak, said one Ukrainian soldier was killed and another five were wounded in combat. He said four separatists were killed and six others were wounded.The separatists said two Ukrainian troops were killed and three others were wounded and the Ukrainian forces launched an artillery barrage to cover their evacuation.They said a civilian resident in Holubovske was wounded by the Ukrainian shelling that also damaged civilian infrastructure in the villages of Kirovsk and Donetskiy.The exchange of gunfire marks the latest spike in hostilities in the separatist conflict in eastern Ukraine that has killed over 14,000 people since 2014.A 2015 peace deal brokered by France and Germany helped reduce the scope of fighting, but sporadic clashes have continued and efforts to negotiate a political settlement have stalled.During a meeting in Paris in December, the leaders of Russia, Ukraine, France and Germany made a deal to exchange prisoners and pledged to ensure a lasting cease-fire in fighting between Ukrainian troops and Russia-backed separatists. They made no progress, however, on key contentious issues — a timeline for local elections in eastern Ukraine and when Ukraine can get back control of its borders in the rebel-held region.Zelenskiy said on Facebook that Tuesday’s outbreak of hostilities was an attempt to derail efforts to end the conflict and said he would call a meeting of his Security Council to discuss the situation.“Our course for ending the war and our adherence to international agreements remain unchanged, just as our determination to repel any acts of aggression against Ukraine,” he said.

Центр громадського здоров’я оприлюднив рекомендації для підприємств і роботодавців щодо реагування на коронавірусну інфекцію COVID-19 та інших гострих респіраторних вірусних інфекцій.

«Працівники, які мають симптоми гострих респіраторних захворювань, мають повідомити свого керівника і залишатися вдома. У разі виходу на роботу співробітників, у яких виявлено гострі респіраторні захворювання, їх слід відокремити від інших працівників та негайно відіслати додому. Під час кашлю або чхання такі працівники мають прикривати ніс і рот тканиною або згином ліктя. Також варто розмістити плакати, які заохочують залишатися вдома під час хвороби», – мовиться на фейсбук-сторінці установи.

Окрім того, ЦГЗ радить роботодавцям дотримуватися гнучкої політики, що дає змогу працівникам залишатися вдома для догляду за хворим членом сім’ї.

Також рекомендується забезпечити офіс засобами індивідуального одноразового використання: посудом, серветками, дезінфекційними засобами тощо.

«Працівники мають обробляти руки дезінфекційними спиртовмісними засобами або мити з милом не менше 20 секунд. Варто регулярно очищати поверхні на робочому місці, зокрема стільниці та дверні ручки, відповідними засобами для чищення. Наразі не рекомендовано додаткову дезінфекцію, крім звичайного прибирання», – зазначається у повідомленні.

Як повідомило сьогодні Міністерство охорони здоров’я України, станом на 18 лютого 2020 року у світі зареєстровано 73 335 лабораторно підтверджених випадків COVID-19, з них 1 873 – летальні. Одужало вже 12 842 осіб. В Україні підтверджених випадків, за даними МОЗ, не було.

У вівторок, 18 лютого, Київський апеляційний суд залишив під цілодобовим домашнім арештом колишнього народного депутата України Сергія Пашинського. Про це повідомила пресслужба суду.

«18 лютого 2020 року колегія суддів судової палати з розгляду кримінальних справ Київського апеляційного суду розглянула апеляційну скаргу, подану стороною захисту на ухвалу слідчого судді Печерського районного суду міста Києва від 28 січня 2020 року, якою задоволено клопотання прокуратури та продовжено строк дії запобіжного заходу у вигляді цілодобового домашнього арешту до підозрюваного П., у межах строку досудового розслідування, до 27 березня 2020 року. Відповідно до ч. 5 ст. 194 КПК України на підозрюваного П. покладено обов’язки, визначені ухвалою», – мовиться у повідомленні.

Апеляційну скаргу захисту суд відповідно лишив без задоволення.

7 жовтня Печерський районний суд Києва обрав Пашинському запобіжний захід у вигляді тримання під вартою на два місяці, до 4 грудня, без можливості застави.

Перед цим Державне бюро розслідувань повідомило про підозру колишньому народному депутатові через стрілянину, що сталася 31 грудня 2016 року, внаслідок якої інший учасник конфлікту В’ячеслав Хімікус був поранений в ногу.

9 жовтня директор Державного бюро розслідувань Роман Труба заявив, що з лютого 2017 року до вересня 2019 року Генеральна прокуратура України «модерувала» розслідування інциденту з участю Сергія Пашинського «на користь народного депутата».

На початку січня 2017 року Пашинський повідомив про напад на нього ввечері 31 грудня 2016 року. За його версією, яка повторює повідомлення поліції Київської області про з’ясування обставин нападу, депутат, ледь не врізавшись у темряві на лісовій дорозі в авто з вимкненими габаритними вогнями, попросив чоловіків біля нього ввімкнути ці вогні, після чого один із чоловіків, вочевидь нетверезий, кинувся до депутата з пляшкою в руці й погрозами.

За словами Пашинського, він здійснив попереджувальний постріл у повітря зі свого легального пістолета, але нападник ударив депутата пляшкою по голові; той, упавши, вже лежачи вистрілив нападникові в ногу. Після того депутат надав пораненому медичну допомогу, викликав «швидку» і поліцію.

Натомість постраждалий учасник інциденту стверджував, що попереджувального пострілу Пашинський не робив. За його версією, він допомагав незнайомцеві заштовхнути автомобіль, який заглух, на узбіччя дороги, коли машина Пашинського зупинилася поруч, той вийшов із пістолетом і наставив його впритул із вигуком «Усім стояти!» Хімікус стверджував, що якби не вдарив Пашинського, куля була б у нього не у стегні, а у грудях.

У 2017 році Генеральна прокуратура закрила кримінальне провадження проти Сергія Пашинського. А в листопаді 2018 В’ячеславу Хімікусу повідомили про підозру в хуліганстві. Після того справу проти Пашинського ще раз поновили, закрили і нещодавно знову поновили з новою кваліфікацією.

Заводський районний суд Запоріжжя пізно ввечері ухвалив узяти під варту затриманого напередодні лідера злочинної організації, яка займалася отриманням грошей у підприємців, Євгена Анісімова. Як повідомив кореспондентові Радіо Свобода представник потерпілих, запобіжний захід обрано на 60 діб.

«Застосовано тримання під вартою без права внесення застави. Сам запобіжний захід обрано раніше, в Орджонікідзевскому районному суді міста Запоріжжя. Захист заперечував проти клопотання в повному обсязі. Розгляд відбувається в Заводському районному суді міста Запоріжжя, бо в Жовтневому не змогли утворити колегію: судді вже брали участь у пов’язаних справах, що є підставою для відводу/самовідводу», – розповів представник потерпілих, адвокат Дмитро Гладкий.

Іще в січні 2018 року слідчий суддя Орджонікідзевського районного суду міста Запоріжжя виніс ухвалу про обрання стосовно підозрюваного запобіжного заходу у вигляді тримання під вартою. Згодом за рішенням Апеляційного суду області розгляд справи було передано до Жовтневого районного суду Запоріжжя. Втім, суд не зміг сформувати необхідну для розгляду колегію через самовідвід частини суддів: вони раніше розглядали справу осіб, яким інкримінували входження до складу злочинної організації Анісімова. 17 лютого справу було перенаправлено до Заводського районного суду Запоріжжя.

Попереднього дня, 16 лютого Національна поліція України повідомила про затримання в Києві лідера злочинної організації, яка займалася вимаганням грошей у підприємців. Затриманий шість років перебував у міжнародному розшуку і переховувався від правоохоронних органів, мовилося в повідомленні. Йому інкримінують вчинення кримінальних правопорушень, передбачених шістьма статтями Кримінального кодексу України.

«Увесь цей час він переховувався від органів слідства. Чоловік, 1975 р. н., підозрюється у створенні злочинної організації, яка займалася вимаганням коштів у підприємців, а також у прикритті її діяльності. Також затриманого підозрюють у незаконному зберіганні та переробці зброї, організації так званих кримінальних «сходок» та координації діяльності злочинних груп, учасники яких скоювали тяжкі злочини», – повідомили в поліції.

Заступник міністра внутрішніх справ України Антон Геращенко уточнив, що йдеться про «кримінального авторитета» Євгена Анісімова, який за часів президента-втікача Віктора Януковича «тероризував підприємців Запоріжжя». Його також, користуючись кримінальним жаргоном, називали «смотрящим» за підприємцями Запоріжжя від так званої «сім’ї» Януковича.

A Norwegian man suspected of killing his stepsister and then storming an Oslo mosque with firearms “with the intention to kill as many Muslims as possible” was formally charged Monday with murder and terror.
Philip Manshaus was overpowered inside the Al-Noor Islamic Center mosque in suburban Oslo in August. He fired six shots but didn’t hit anyone. One person was slightly injured when they jumped on Manshaus inside the mosque and held him until police arrived.
The prosecution says Manshaus, 22, is suspected of killing his 17-year-old stepsister, Johanne Zhangjia Ihle-Hansen, by shooting her four times — three in the head and one in the chest — with a hunting rifle at their home in the Oslo suburb of Baerum.
Shortly after that, Manshaus drove to a nearby mosque where three men were preparing for Eid al-Adha celebrations. He wore a helmet with a video camera attached and a bulletproof vest, according to the charge sheet obtained by The Associated Press.
Armed with a hunting rifle and a shotgun, Manshaus fired four shots with the rifle at a glass door before he was overpowered by one of the men in the mosque at the time, Muhammad Rafiq. During the scuffle, Manshaus fired two more shots but no one was hit.
A trial is scheduled to start May 7 in Oslo.
Norwegian media have reported that Manshaus was inspired by shootings in March 2019 in New Zealand, where a gunman targeted two mosques, killing 51 people, and in August 2019 in El Paso, Texas, where an assailant targeted Hispanics and left at least 22 dead.
Norway’s domestic security agency PST said it had a “vague” tip about Manshaus a year before the Aug. 19 shooting, but it was not enough to act on because they had no information about any “concrete plans” of attack.

У столиці Азербайджану Баку поліція затримала трьох лідерів опозиційних партій і понад сто активістів, що збиралися взяти участь у неузгодженій із владою акції протесту проти результатів недавніх парламентських виборів, що їх розкритикували міжнародні оглядачі. Багатьох із затриманих пізніше відпустили.

Зокрема, поліція затримала ще вдома, просто біля дому чи в партійному офісі лідерів партії «РЕАЛ» Ільґара Маммадова, партії «Мюсават» Аріфа Хаджили і руху «D 18» Руслана Іззатлі. Усіх трьох потім випустили, вивізши поза межі Баку. Іззатлі заявив, що через це буде позиватися до поліції.

Будівлю Центральної виборчої комісії, де мала відбутися акція протесту, охороняли спецзагони поліції, які затримували всіх, хто приходив на акцію, і садили в автозаки.

Хаджили повідомив, що декого з затриманих вивозили в поліційних фургонах у віддалені місця кілометрів за 200–300 від Баку, де й залишали.

За офіційними результатами виборів, що відбулися 9 лютого, владна партія «Новий Азербайджан» отримала 72 місця зі 125, майже всі інші місця дісталися меншим партіям і незалежним кандидатам, що лояльні до авторитарного президента Ільгама Алієва.

ОБСЄ і Рада Європи у своїх попередніх звітах заявили про численні порушення при підрахунку голосів і про тиск на виборців, кандидатів і спостерігачів.

58-річний Алієв, який керує Азербайджаном майже 17 років, перебравши владу від свого батька, так само автократа Гейдара Алієва, призначив нинішні позачергові парламентські вибори в грудні минулого року посеред масових невдоволень у країні через поганий стан економіки.

Вибори в Азербайджані від часу відновлення незалежності країни 1991 року раз за разом визнавалися міжнародними спостерігачами за такі, що не відповідають демократичним стандартам.

Storm Dennis roared across Britain with high winds and heavy rains Sunday, prompting authorities to issue a record number of flood warnings and alerts for England and a rare “red warning” for extremely life-threatening flooding in Wales.
The Met Office, Britain’s meteorological service, only issues its highest red warning when it thinks the weather will be so dangerous there’s a “risk to life” and that people must take immediate action to protect themselves. It was the first time a red warning has been sounded since December 2015.
Four hours later, the south Wales alert was downgraded to “amber,” which still warns of significant impact from the weather and a “potential risk to life.” The Met Office also had four other amber warnings in place in England and Wales following the torrential downpours.
Wales appeared to be bearing the brunt of the two-day storm after a month’s rain fell in the space of 48 hours. South Wales Police declared a “major incident” following multiple floods, landslides and evacuations. And Gwent Police said residents of Skenfrith, Monmouthshire, were being advised to evacuate due to the flooding.
The Met Office said the highest wind gust recorded was 91 mph (146 kph) at Aberdaron in north Wales on Saturday. It also said a total of 157.6 mm (6.1 inches) of rain fell at Crai Reservoir in the Welsh county of Powys over 48 hours to Sunday morning.The River Taff burst its banks in the Welsh town of Pontypool and severe flood warning have been issued for the River Neath in south Wales and the River Teme further north.As the wet and windy weather started to clear across parts of the south, the number of flood warnings across the U.K. declined but there were still around 350 of them in place Sunday, from the north of Scotland through to Cornwall in southwest England.John Curtin, the executive director of flood and coastal risk management at the Environment Agency, said in a tweet that at one point during the day, England had the most flood warnings and lower-level alerts in force — 594 — than on any other day on record.
The local authority in Herefordshire, an English county that borders central Wales, declared a “major incident” amid widespread flooding and said it was focusing on making sure “vulnerable residents are evacuated.” West Mercia Police, also declared a “major incident” for Shropshire, another county in central England that borders Wales.
Flood warnings could remain in place for a while since much of Britain is still saturated from last week’s Storm Ciara, which left eight people dead across Europe.
“Whilst the heaviest rain has cleared from Northern Ireland and Scotland, England and Wales will continue to see heavy rain on Sunday, with a risk of severe flooding in places,” said Andy Page, the Met Office’s chief meteorologist.

У Житомирі працівників китайської компанії, яка будує об’їздну дорогу, відправлять на карантин після повернення з Китаю. Про це повідомляє пресслужба Житомирської ОДА.

«Авіарейсом з Дубая в Україну повертається частина працівників китайської компанії Sinohydro Corporation Limited (SCL) після святкування китайського Нового року для продовження будівництва об’їзної автодороги навколо Житомира. За даними Державної міграційної служби, до виїзду близько 40 працівників з КНР працювали на об’єкті», – мовиться у повідомленні.

Кількість людей, інфікованих коронавірусом, станом на 16 лютого зросла до 69 256, померли 1 669 людей.

У деяких випадках перебіг хвороби – легкий, в деяких – із симптомами застуди і грипу, зокрема з високою температурою і кашлем, у більш складних випадках спостерігається задишка. У Москві внаслідок нападу озброєного ножем чоловіка в храмі Святителя Миколая поранено двох людей.

Нападника затримали. Ним виявився 26-річний житель Липецької області. Постраждалих госпіталізували, за повідомленнями місцевих ЗМІ, це алтарники храму.

Стверджується, що нападник увійшов до храму під час богослужіння і накинувся на людей з ножем біля вівтаря. Його мотиви і будь-які інші подробиці поки не відомі.

На сайті Мюнхенської конференції з безпеки повторно з’явився документ «Дванадцять кроків до посилення безпеки в Україні та євроатлантичному регіоні», авторами якого є три західні аналітичні центри та Російська рада міжнародних справ. Увечері 14 лютого він був недоступний.

Також 14 лютого п’ятий президент України (2014–2019), лідер партії «Європейська солідарність» Петро Порошенко заявив, що цей документ підготовлений у Кремлі.

«Це саме те, чого хоче Росія: немає війни, немає агресії, є внутрішніх конфлікт, Росія – лише посередник, і ми більше не можемо чекати, і Росію треба повернути в «Групу семи», повернути до діалогу. Єдина умова: будь ласка, йдіть з України, зупиніть свою агресію, дайте нам бути суверенною і демократичною державою», – сказав Порошенко.

Невдовзі після публікації «кроків» на сайті Мюнхенської конференції на сайті американського аналітичного центру Atlantic council з’явилася заява з критикою ініціативи.

У Міністерстві закордонних справ України наголосили, що заява «Дванадцять кроків до посилення безпеки в Україні та євроатлантичному регіоні» не є офіційною позицією держав.

14 лютого відкрилася триденна Мюнхенська конференція з безпеки за участі 35 очільників держав та урядів.

It’s just unacceptable.”
Wang said “The U.S. does not want to see the rapid development and rejuvenation of China” and would especially dislike “the success of a socialist country.” He also said it is “most important” for the two superpowers to begin talks to “find a way for two major countries with different social systems to live in harmony and interact in peace.”NATO Secretary-General Jens Stoltenberg told the Munich Security Conference that China presents both challenges and opportunities for the West. He said the U.S. and Europe must agree on a unified approach to address China’s increasing global influence.Esper sought to garner European support for competitors to Huawei after Britain decided weeks ago to use Huawai’s 5G equipment. Britain’s decision dealt a blow to U.S. efforts to persuade allies to ban Huawei from their networks, claiming China could use the equipment for spying, an accusation Huawei and Chinese officials have denied.“We are encouraging allied and U.S. tech companies to develop alternative 5G solutions and we are working alongside them to test these technologies at our military bases as we speak.”Esper also discussed the war in Afghanistan, saying a U.S. deal with the Taliban that could result in the withdrawal of U.S. troops is not without risk but “looks very promising.”Esper’s remarks came one day after a senior U.S. official said a seven-day “reduction in violence” agreement had been reached with the Taliban and that it would be formally announced soon.

Лідер збірної України Дмитро Підручний фінішував на 10-му місці в спринті на чемпіонаті світу, який триває в італійському Антхольці. Підручний припустився одного промаху в стрільбі стоячи і на фініші програв переможцеві змагання, росіянину Олександру Логінову, 56,4 секунди.

Інші призові місця обійняли французи – 6,5 секунди програв Логінову Кантен Фійон-Майє х одним промахом, 19,5 секунди – так само влучний Мартен Фуркад.

Серед українців у заліковій зоні фінішував також Артем Прима (25-те місце з відставанням 1 хвилина 26,4 секунди. До гонки переслідування відібралися також Сергій Семенов (42-ге місце) та Антон Дудченко (60-те місце).

Гонки переслідування у жінок і чоловіків відбудуться в неділю, 16 лютого.

Ukrainian President Volodymyr Zelenskiy vowed Saturday to end the separatist conflict in the east of his country, where fighting between Russia-backed rebels and Ukrainian troops has killed more than 14,000 people since 2014.Speaking at the Munich Security Conference, Zelenskiy said he hopes to end the conflict by the end of his presidential term in 2024.“If in five years, we will end the war, bring our people back, then I did (became president) for a reason,” he said.The conflict in eastern Ukraine erupted in April 2014, weeks after Russia annexed Ukraine’s Crimean Peninsula, and has devastated the country’s industrial heartland.Thanking the United States for supporting Ukraine in its conflict with Russia, Zelenskiy expressed hope to “start afresh” Kyiv’s relations with the U.S. now that proceedings for President Donald Trump’s impeachment are over.Ukraine and Zelenskiy were at the center of the impeachment hearings. Високопоставлений представник США на умовах анонімності заявив, що Сполучені Штати досягли угоди з талібами про тижневу відмову від актів насильства, що зрештою може привести до виведення американських військових з Афганістану.

Посадовець, який не має повноважень публічно обговорювати це питання, заявив журналістам у Мюнхені, де відкрилася безпекова конференція, що домовленість має набути чинності «дуже скоро».

За його словами, «Талібан»зобов’язався припинити напади смертників і закладення вибухівки на узбіччі доріг, а також ракетні удари.

Представник США додав, що Сполучені Штати будуть моніторити угоду і визначатимуть, чи є її порушення.

Якщо таліби дотримаються угоди, то через 10 діб після початку її дії почнуться загальноафганські мирні переговори, заявив офіційний представник США.

Ця заява з’явилася через день після того, як президент США Дональд Трамп заявив про хороші шанси на те, що США домовляться про мирну угоду з талібами до кінця цього місяця.

Таліби продовжують майже щоденні напади на афганських силовиків і військових США, а також урядовців Афганістану, хоча одночасно «Талібан» веде мирні переговори з посланцем США, що мають на меті дійти домовленості про завершення воєнного конфлікту в Афганістані.
